so im trying to put something up for release and i cant do so any help on this

That's still not specific.  Are you getting any error messages?  Or what exactly is happening that is preventing you from uploading?

like im looking the part to click so that i can upload files i can do picture but no other files like cars and skin

So no error messages?  You select the car, click okay, and then what?  What does the page do?  You're really not providing anything descriptive or anything to help us help you, you're just saying "doesn't work".

no no error message nothing like i made a car and im trying to upload it to share with every one  in here but there is nothing i can click to upload it

At the top of the page, you should see a button called "Create".  Click this, then "file download".  From here you can start the process.
