jeff favignano uses this quite often. You are able to "notice" things upon a traffic stop, (smell of pot, car interior messy, etc.) and you can also question the driver. It feels a bit more in depth with that mod. Otherwise it's just a quick traffic stop.

anyone know what the mod is? I have all of Albos mods, I figured he'd have it in is config, but I don't see anything. (Unless I'm blind?)

That would be Police Radio/Police Smart Radio for the observation window.  Do note, sometimes the window is very glitchy and will flicker a lot.  I've noticed as well that the observation window may say one thing, such as open container, or smell of pot, but the mods aren't connected, so just because it says one thing doesn't mean that's accurate.  Really comes down to if you want to role play out the situations such as open alcohol container.

Both should be enabled by default, but you can always go into both INIs for the mods and enable them if need be.

Okay so I'm almost set with all my mods. It's just ELS is the problem. I've downloaded an ELS pack, and I copied ELS religiously. However ELS still doesn't work, and on top of that, my top lightbar wont activate after installing ELS with the car. Pressing J won't do a thing either.

Make sure you have ScriptHookV installed.  If you do, or this doesn't solve it, please create a new topic in GTA V support and we'll work on figuring out the cause. :)
