I'm a little confused here.  Have you been playing on  .47 without any issues and a working Traffic Policer for a while, or is this a new install?

it worked the last time I used traffic policer and this is a new install

I'm guessing the problem is that something is up to date and not compatible with your version of the game since you're on an outdated Rage.  I'm also Rage .47, and using the Traffic Policer version that came out at the time, and it works fine for me.  Your game might be up to date or something similar.

i only have 3 plugins and there updating except traffic policer

According to your log, the only problem is the message you posted above, Rage Native UI being too old for PeterUCallouts to work and PeterUCallouts missing several INIs, which I assume is part of PeterUCallouts recent update.   RNUI might be the dependency that's missing, I'm not entirely sure.   PeterUCallouts is best off to just be removed from your game, as it's not even loading due to missing several dependencies.  When you don't update your game, it's best not to update your plugins unless you're 100% sure there won't be an incompatibility, and even then, always keep a backup of your old version.
