Guys I installed this pack exactly where it said, but I cant locate the vehicles in the game or spawn them in the game. Will someone tell me how please? thanks guys.

Which car pack?
Some of them add a new DLC folder, which should be added to dlclist.xml or extratitleupdate.xml. 
Both located in /mods/update/update.rpf/common/data

TheGreatHah's pack doesn't add a new DLC, you can disregard.

 

Make sure you installed the vehicles in the very latest patchday that has a vehicles.rpf.

mods / update / x64 / dlcpacks.  Latest patchday is...15 or 16? I think, not sure.  I'm on an older game version.

Yep!  I previously had it as my LSPD fleet and have it installed as a standalone.  The cars work great. :)

I'm running openiv setup again maybe I need to start from scratch

Yes.  I installed it in the very latest patchday for me.  Just go to mods / update / x64 / dlcpacks.  From here, choose the very latest patchday for you. As I said, it might be 14 or 15, whichever is the highest number you have.  From there dlc / x64 / levels / gta5 / vehicles.rpf.  Inside this rpf is where the files go.  Remember, once inside the vehicles.rpf, click "edit mode" first, then drag and drop the vehicle files in.  When finished, click "edit mode" again.

Yep! Then your vehicles should be there.

I go to station and start duty and they will be in garage with the other cars?

Yes, as long as you installed them correctly.

Ok well I'm going to start over from beginning and hope it works a guy made my hometown texture just for this pack and I can't get it to work bomber but I'll try again

Did you keep the textures or did you change them?

 Now do you know how I would change texture? The guy said go to the vehicles and replace it with his texture but man I'm new to this and well I don't know how to go to the files

In OpenIV, go to the exact same place you installed his vehicles.  Find the one you want (such as POLICE), and look for the .ytd (example: police.ytd).  Next, click "edit mode" in OpenIV and double click the .ytd.  Once it opens, you will see everything that makes up the vehicle's looks.  Seats, tires, lights, etc.  Scroll down this list until you find blank_sign_1.  Blank can either be cvpi_sign_1, or tahoe_sign_1.  The first portion of _sign_1 will usually be the name of the actual vehicle. :)  Once you find it, click that so it is now your selection.

 

 

Next, you'll drag and drag and drop the new texture.  Note, the texture has to be the same name.  If the vehicle's default texture is cvpi_sign_1, the new replacement texture has to be the same.

 

Once the texture is witched, press "save", then click "edit mode" again, and you're good to close OpenIV.
