The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Every time I try to update Rage Plugin Hook to the new version I'm getting stuck in the loading screen. Now I'm using version 0.52, but recently my game started to crash a lot (especially during shootouts), and I think it's because I need to update my game. What can I do?

It's your mods folder. 
Open up OpenIV -> Go into your mods folder and click "Edit mode".
A green banner should pop up and it updates the update.rpf for you. :)
