Speed Throttle?

I have reset my GTA folder and am trying to redownload the mods I want. But, I am only getting about 100/kbs download. I was wondering if the site was set up to speed throttle after a certain point. I even tried from another browser and still run into the same issue.

If you aren't signed in, your downloads will be throttled to allow our more seasoned members more bandwidth. This is dynamic and can vary from around 100kb/s to 2000kb/s.

Logged in accounts have a bandwidth limit of around 4000kb/s per file, with a maximum limit of 3 files downloading at a time.
