whats the problem ? and where can i (?) fix it ?

If i look in to the C:Program Files (x86)Rockstar GamesGrand Theft Auto IVscripts folder he have create the

FirstResponse.ini (1KB big)

FirstResponse.net.dll (1.309 KB big)

and the LCPDFR folder (6,08MB or 6.11MB big)

it have 17 files and 1 Folder

This problem has been reported a myriad of times. If you have done some searching prior to posting and looked at the posted stickies, you would have known so. You also failed to post a diagnostics log using the to see if you have all the proper components installed to run this mod and which would have distinguished your problem as unique, should you have tried all the troubleshooting steps.

But anyways, the solution is simple. To successfully intall the mod, make sure you:

1. Ran the installer as an administrator by right-clicking it and choosing "Run as Administrator" in the drop-down menu.

2. Set your game's root directory not marked as "read-only." To check for this, go to your game's install folder, right-click it, and look at the "Attributes" section near the bottom. Make sure that "read-only" is unchecked.

3. Right-clicked on LaunchGTAIV.exe, clicked on "Properties" in the drop-down menu, went to the "Compatibility" tab, and then checked "Run program as Administrator" near the bottom.
