ELS + GTA 5 REDUX = Disaster?

Recently, i've gotten back into Grand Theft Auto 5, specifically LSPDFR. I'm planning on Streaming/Recording gameplay to edit then post and make a hobby out of it. However, i've run into a major fault. As the title says, i'm running GTA5 Redux. I've installed LSPD First Response, all the plugins my heart could desire, and achieved a stable build. Like i said, i've run into a fault. 

While testing with ELS, i noticed that the LED Lightbars on all ELS enabled vehicles are VERY dim, to where they are basically not emitting any light, and just showing the color of the texture. So i took to google, trying to find a solution to my problem, and people have said that this is usually fixed by installing Radiance V or another customized Visualsettings.dat file. Problem is...

Redux installs a customized Visualsettings.dat that is fit exactly right for Redux. 

So, i compared the two Visualsettings.dat files from BOTH Redux and RadianceV, specifically the Vehicle headlight and lightbar parts, and made adjustments that matched Radiance's settings, without disrupting Redux's settings. The result, was an ideal Vanilla Lightbar, and completely WAY too bright ELS lights. I tuned it down slightly, and only seemed to bring it closer to the dimness of the original result. Further more, now Taxi's, Buses, and Dumptrucks (with those little red lights) are also affected, and way too bright.

 

I love everything about Redux, and really wish to use it with LSPDFR to make an enjoyable series, but i also realize that ELS is a must have... Is there any sort of workaround or can anyone suggest file edits that i possibly am unaware of that could potentially solve my issue?

So after making further edits, i've managed to reduce it down SIGNIFICANTLY. I'm still working on getting the coronas the right size and intensity so it doesn't disrupt the ENB.

Am i wrong in thinking these flashes are too bright, or are they just right? Maybe a little less?   >.>

Also, this is before ELS, with ELS style lights from another pack i downloaded. I liked the result, but the flashes were more just color than flash. (if that makes sense)

And in this spoiler, is my Emissive settings for cars. Obviously taxi's are still blown way out of proportion, but i don't think i can turn up the daytime light effects anymore?
