I installed RadianceV (visualsettings.dat) and when I tried to start the game it crashed and it said that my gamefiles are corrupted.... I should reinstall the game...

This is the 3rd time im experiencing this error.. any help?

Go ahead and revert back to your original visualsettings.dat and see if you still have this problem.  If you don't have the original, you can take the one that is in your vanilla update folder in OpenIV.

I could be wrong, but isn't RadianceV more than just the visualsettings?  Whatever else you added, remove and replace with the originals.

vehicles.meta... but as ive said before this is the 3rd time trying to get lspdfr working properly.. and it always crashes when i install RadianceV

There are some other visual mods out there to use since it seems to be just RadianceV that causes issues.  For the vehicles meta, after you edited this, did you hop in game, or were you able to verify if your game worked?  If not, please attach your meta to your next post, and tell me the name of the vehicle(s) you modified.

You could just delete your mods folder and remake it. If your game works fine, go ahead and mod your game again...without RadianceV. :P

If you mean just emergency lights, you could easily edit those yourself to make them bright.  In visualsettings.dat, look for "car.defaultlight", you should be brought to "car.defaultlight.emissive", one for day and night.  Just increase the percentage.

I use Improved Spotlight and LED and all that messes with is graphics.ytd and visualsettings.dat... But like Rourke said above me, you can just edit it yourself...
