The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I'm guessing you didn't replace the cars you deleted.  You see, you deleted over vanilla files for the modded cars.  Now that you deleted the modded cars, you essentially have no models for the cars.  You need to replace the vanilla cars back into the spot you deleted them from. Assuming you used a mods folder, in OpenIV, just grab all the car files from the vanilla game, throw them onto your desktop, then go back to the spot in the mods folder and place them.

but they were in patchday3ng and patchday4ng

You mean other copies of the vehicles?   If so, then grab them from patchday3 and 4 and place them in your latest patchday.

That probably means something is missing, as the game would then be spawning in cars.  Delete your mods folder, and redo it.
