maybe it is like els and it has its own folder in the root dont quote me on that because idk

You load in the program and run vehicle gadgets and it will create its own folder and conditions. XMLs go into the folder much like ELS

no Vehicle Gadgets. It has to load the plugin the first time to create its folder and all the conditions. Once that is done you exit and drop your XMLs in the folder. 

How do you add this to GTA 5 folders so it works in game? I have no clue on how to do this.

In your GTAV main directory, you need to create a "Vehicle Gadgets+" folder. This is where model XML files will be placed.
