I've never, in my entire life, seen this issue. 

 

Tried reinstalling LCPD:FR? 

 

Running the latest patch?

1. Go to your GTA IV Root Directory

2. Go to GTAIV.exe (not LaunchGTAIV.exe)

3. Right click on Properties

4. Go to the Details tab

5. Please list what the 'product' and 'file' versions list.

5. Please list what the 'product' and 'file' versions list.

 

For some unusual reason it was the policing script from braveheart what kept causing it, can run the game perfectly now.
