I'm planning to get a new Graphics card (EVGA Geforce GTX 1050 Ti) Do you guys think I could, at least almost, max the game and run at least 60 fps?

depends on your cpu. I can may it out with a 1070 and a AMD 8320 on sp, and mp. but with RAGE, I get like 30 fps max.

I'm maxed out with a 1060 6GB and with LSPDFR and other plugins loaded in I run 40-60fps, without those 60-90

I have an AMD Quad-Core 4300 (About 3.8 GHz)

yeah, you should be able to get some good gaming with that.

This depends on everyone's definition of max settings.  I run with everything on max with MSAA at x4 and get around 60fps.  If I max out MSAA, my fps will drop significantly.  If you turn off MSAA and max everything else, you may reach your goals.
