Does that only happen at a specific police precinct? I imagine it's mostly from teleporting out of the "police station" and the game just not loading the area quickly enough, so it's fairly normal.

    You could try reducing the graphics settings as slow loading textures may be causing this problem.

    By reducing the demand on the CPU and GPU the textures should load more quickly, and hopefully this will prevent this issue.

    To lower the settings, whilst in-game, go to the menu, by pressing "ESC" / escape key. Then go to "options" and then adjust the settings to use less MB resources.
