The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Some callouts do not work...

Callouts like Darkmyer's do not force when I select the on the manager.

I really want to conduct homicide investigations and welfare checks but I can't force them...

Callouts can specify certain conditions that are required to run. Even if you force the callout to start, the callout can immediately end itself if those criteria aren't met. Many callouts do this for various reasons. Callout Manager can't know what conditions any particular callout might check; in fact, Callout Manager can even see "callouts" which aren't really registered at all.
