The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Going to my car and trying to remember middle eastern names is very difficult sometimes.

 

I was wondering if there was a way to just call dispatch on the spot and get info on whatever you need to call in.

You can in fact call in names and plates on foot, and it doesn't even require additional plugins. Open the LSPDFR interaction menu with the 'N' key, switch to the radio menu and there should be an option to do so there.
