Did you try to install 1.0.7.0 following 1.0.4.0? I believe that you have to install 1.0.6.0 before going to 1.0.7.0

No, you don't need to install the 1.0.6.0 first, you can go straight to 7. Did you extract the contents of the archive first? Then if the installer doesn't work, try the other file as one doesn't work.
