I highly doubt the proper place for them is in the GTA V directory.

Vehicle files need to be added through Open IV.

http://openiv.com/

Once you have installed Open IV, you need to make a file called 'mods'.

After doing this, you need to copy and paste update.rpf, x64e, and X64.

Enabling edit mode and find the correct destination for your vehicles.

Third video to the right shows how to install OPEN IV, and police vehicles into your game.

i do the mods thing where you do the patch it just doesnt run while im running lspdfr which confuses me

don't mean to butt in, but ive read/watched different suggestions on what to put in mods folder.

albo said the whole update folder and x64. I don't see the sense of x64 as it only has audio and metadata.

when I did have LSPDFR working back with ver 944 an RPH 50 I had the whole update folder, common.rpf, and x64e,rpf.

no x64, unless you mean the x64 IN the update folder. that has the dlc packs. can you clarify?

well.... i believe that x64 in root is where "RESIDENT.rpf" is, which is where the sirens and other audio sounds for gta are so if you add sirens for example a met police siren from a vehicle in london then they would mod that to make that more realistic
