I have the same problem, yes i have car mods. just 2 police cars, and using ELS V6

my specs are:

Intel I7 870 (stock clock 2.93GHz)

GTX460 1GB

8GB DDR3 Ram

Intel DP55KG Extreme Board

Latest gta 4 update as well as .net and c++

if you guys have this problem in service and out of service install this mod: http://www.gtagaming.com/downloads/gta-iv/script-mods/4404 or http://gtapolicemods.com/index.php?app=downloads&showfile=404 (that is what i use)
