[Question] How can I determine what vehicles spawn with tinted windows?

Title. Tinted windows like to play fuk-fuk games with certain ELS lights. What file(s) would I have to edit to determine whether emergency vehicles spawn with tinted windows or not? Thanks!

(Just wanted to clarify I tried the <diffuseTint value="0x00FFFFFF" /> method.)

It's not the texture it's the in-game tint value. Without tint the lights work fine but the vehicle spawns by default with dark tint.

It's only Police4 that's giving me the issue and the tint isn't part of the models textures.
