The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I want to witness them myself not see white blips showing me

 

What mod has these and how can I remove them?

 

(I don't believe they are from GTA v comes alive)

You need to set show blips for ambient events to off in the ini of whatever callout your using. Sounds like its Traffic Policer but there is also an option for that in GTA comes alive.

Many plugins can cause it, try traffic policer, GTA V comes alive, rednecks, and there are also come callout packs. 

You just have to look through your plugin ini files.
