The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Might sound dumb but how? I've gone under model and it just spawns a ped... I must be doing it wrong haha

You have to look around in different sections of the model spawning menu. Cop and the Highway Patrol Cop are under S Peds 2.
