The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

He has not updated his scripts for the latest RHP.  He has a lot on his plate with updating those plugins and working on Smart Police Radio.  From what I understand, everything will be released at one time.  Those plugins will not work until he releases the updates for them.
