The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I bought a new GTA recently and while trying to launch it with the newest version of RPH (The one released today) I got a problem where it would try to launch the old one in steam. It just says that the GTALauncher.exe failed to launch, because it doesn't exist. Idk how to change the directories of this and I need help. I looked through all the settings of the launcher and no way to change it.

I did do that, but it is still trying to launch the steam version.

try reintsalling all the files from RPH into the new location, open RPH.exe and get to the settings menu, and then try to locate the pathsetting. I cant access mine atm as it crashes for me atm....theres a reset button, try that
