You need to do two things:

1)You need to update to the 1.0.7.0 patch, download it from my signature and run it as admin.

2)You also need to head to your GTA root directory (..Grand Theft Auto IV) and look for two files:

  1. dsound.dll
  2. xlive.dll

Now you need to make a decision, do you want to play online? With or without LCPDFR. xlive.dll will remove all possibility of playing online so if you want to do so, delete xlive.dll. If you don't want to play online, then I suggest deleting dsound.dll and keeping xlive.dll.

You need the ASI loader, so update your patch from patch 6 to Patch 7, LCPDFR only supports Patch 7.
