Try this: In OpenIV, go to ASI Manager and uninstall ASI Loader and OpenIV.ASI and then click install again to reinstall them. Next, restart your PC, and try loading into the game again and see if that works.

That...is strange.  It worked for someone else.

 

Take an updated screenshot of your GTA V directory.  Include your ELS folder.

The only thing I can chalk this up to is that something was done wrong on install, or simply, ELS doesn't want to work at all.   It's really hard to say what the cause is, especially since ELS has been so unstable since the new update.

Well that says ELS and everything else is working... which ELS model are you using and is it in the POLICE slot?

Well then you need to rename that file in \Grand Theft Auto V\ELS\pack_default from police to sheriff, or sheriff2... it has to match the exact slot the vehicle is in. I'd think a tahoe would be sheriff2, but if you're sure it's sheriff, name it that. 

 

Edit: that model comes as sheriff2, and includes a sheriff2.xml file that needs to be in the folder above.

My recommendation is open that policesco tahoe archive, and drag/extract the provided sheriff2.xml file from \2015 Los Santos Police Tahoe BY POLICESCO 0.2\ELS.XML\ to \Grand Theft Auto V\ELS\pack_default. 

 

Go ahead and confirm the vehicle sirens work though, and worry about that later.
