The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I downloaded traffic policer and put that folder there.. So that's where its from. And are you sure I don't need the SDK and Licenses folder?

I'm positive.

 

I strongly urge you to read the readmes when downloading things.  That GTA folder should not be there.  Delete it.

Delete the ELS files, and just drag and drop the new ones in.

Scratch installing that.

 

Try this: In OpenIV, go to ASI Manager and uninstall ASI Loader and OpenIV.ASI and then click install again to reinstall them. Next, restart your PC, and try loading into the game again and see if that works.
