Not sure where this should go, however I've found several threads in this forum regarding this, with no avail.

There was a fix to the ELS bug where AI vehicles would have one or two lights on solid when simply driving around. I was curious if any of you knew the name of, or where I can get the mod/fix that used the [ and ] keys to turn off and on ELS lights of AI vehicles in the vicinity. Any help would be very much appreciated.

No there isnt. the ELS lights are considered extra parts, so they spawn randomly, there used to be a fix about 2 years ago called ELSfix....Dunno where that went and it was made by G17 that "turned off the lights" of near by squads. I have v1 of it but i cannot for the life of me figure out what key on the keyboard is 219 and 218....

Yea, long as the guys here don't mind, they did make it....and you'll have to change the keys to one of the keys ELS lists the codes for...as I said..i cannot for the life of me remember what keys 219 and 218 are and I can't find it online. I'll get it up sometime today

OemOpenBrackets The OEM open bracket key on a US standard keyboard (Windows 2000 or later). 219

So, I'm thinking 218 must be the "OemClosedBrackets" key.

Also, there was once this really great site for mods where you could go to find gems like this...it was called GTA Police Mods...then it sucked & all of the download links in older posts got f-ed up.. Now it is a piece of shit, ran by shit. (Asuna, you know what I mean by the site SUCKS now & is a piece of shit now, eh!)
