Can't Aim Down Sight and Other Issues

I'm having a strange issue.

When I'm in first person and press Right Stick to aim down sight with a weapon, nothing happens. This is rather annoying as  I prefer ADS while in first person to the position where the gun is on the right side of the screen.

My other issue is that, even though I have the files in the game, Police and Police4 say that there is an invalid model when I try to spawn them. I have unmodded files in their original locations (x64e) and modded files in Pday13, but the cars won't spawn.

My final issue is that I cannot find the ped model name for undercover cops for my Custom Backup entry. I don't know the actual name so I can't look in a database. Any help appreciated.
