i have the textures not showing so i use

-availablevidmem: 2.0

-percentvidmem: 100

-fullspecaudio

-noprecache

-nomemrestrict

that helps the texture but my fps is still low i is there anything i can download to boost my fps

What are your system's specs? Are you playing GTA IV with any mods? Please run the diagnostic tool and post the log here as well.

There is usually nothing much you can do in terms of software for boosting FPS. That's done either by lowering your graphics settings, optimizing your computer to performance settings rather than power-saving settings, and ultimately upgrading your hardware altogether. Of course, you can always overclock to get better performance, but unless you have bought overclocking parts, that's not going to help you either.

Uninstall high poly car mods, your game will have major texture issues if you install too many car mods.

If it's still not working, then the only effective way is to upgrade some of your hardware components, using commandline.txt that is only a small band-aid on a gushing wound.
