restarting what? the game, of course, at first i thought it had to do with the visuals but in the video my first two vehicles are non els and still work fine

Recently I have upgraded my computer and reinstalled everything back and when I started my game with BxBugs123's ELS CVPI and now I am having the same issue as 

WilliamsLCPDMods. Before I upgraded I was able to use ELS without this issue and for some weird reason it just appeared. (BTW I tried everything you guys have stated above.)

our issue had something to do with ELS not working properly, even though it loaded, but your ELS wont load at all

yea for the issue with it semi working corfirmed! reinstalling through openiv and computer restart did it! you guys are the best

Looks like reinstalling ScripHookV didn't work...

So I also had an issue for anyone that will be looking into this problem. I played one night and everything worked fine, except i noticed when I loaded my patrol car one set of lights were on I believed to be take downs, could not turn them off no matter what button combo I used, reloaded another car, same one, and then was business as usual. The next day after work I got back in game and same dilemma as you guys ELS started up but no lights worked said they were on but only thing flashing was the rear wig wags. Thats when I hit google and brought me here. I reinstalled Scripthook V, ScripthookVdotnet, and ELS, when installing scripthook V I noticed my Scripts folder in my main directory was missing, non existent, re installed made folder went back in game and everything worked normal again. So as to say I just went ahead and reinstalled all there items at the same time, but I do believe that the scripts folder missing in the main directory is what caused the issue of ELS not working properly so if anyone runs into the issue again check main directory first. 

Reinstalling ASI loader from OpenIV and restart my PC fixed it for me!
