I made a els corner van but when i call in the corner using police radio the lights are not one. How do i change this?

Do you have an els.xml file for whatever the van is (Speedo I think?).

if you mean the VCF then yes if i drive it i can tunr the lights on and off and play with the patterns, when i call in a corner the lights are not on

It's more than likely because it is not an emergency vehicle, and isn't scripted as one. Therefore it will respond as a civilian car would.
