ELS problem.

Do me a favor, go to the link https://www.microsoft.com/en-US/download/details.aspx?id=48145

and download  C++ 2015 packages and install both ( x64 and x86). If you´ve already installed, then use the option "repair"

i do think that my police.xml is not loaded correctly because as i said before when i change the color in the police.xml it doesnt change ingame.

What are your PostFX and other GTA settings? Based on your link, it seems like cruise lights are working but are very dim and washed out.

I have no clue if this could be causing it, but i remember albo saying that Carcols wont be compatible with ELS. I know nothing about how that all works, but try using the vanilla carcols?

Repair the 2015 or redownload it. I had the exact same issue on a fresh windows 10 install. also while you are at it, if you do not have them download all the redist for the dotnet and visual c++. those solved many issues I had with many games after the reformat. as soon as I installed 2015, everything worked fine.
