Pretty sure that the model you downloaded has a readme.txt or something similar that would indicate you what to do to solve this problem :)

Once you navigate yourself to the vehicles.meta file, scroll down until you see this of the model(s) in question:  <flags>_________________</flags>

 

After you do that, word it exactly how Desmond98 has it (EXTRAS_STRONG).  You can copy this and paste it anywhere within that line.

 

Here's an example from one of my models in the vehicles.meta file:  <flags>FLAG_HAS_LIVERY FLAG_LAW_ENFORCEMENT FLAG_DONT_SPAWN_IN_CARGEN FLAG_IS_OFFROAD_VEHICLE FLAG_HAS_INTERIOR_EXTRAS FLAG_REPORT_CRIME_IF_STANDING_ON EXTRAS_STRONG</flags>

 

I could have put it at the front or maybe somewhere in the middle.
