Am I doing something wrong?

Hi folks! Just a few quick questions, wondering if I'm expecting a mechanic that isn't in the game, or if I just am having some bugs.

Shouldn't I be allowed to arrest a suspect of runs on foot? I tase them, they hit the ground but I don't get an option to cuff?

When I order a suspect out the car to perform a search they wall away and their blip goes away as if they've turned into a regular NPC.

Are you locking onto them and holding E? I usually draw my weapon and hold E on them and usually it lets me arrest them.

Aim at them and hold E.

That's normal, pretty sure most search mods will stop the target when triggered though for keeping them in place properly and doing ID checks you'll have to hold E (without aiming).
