are you running your installer as Administrator? Right click installer, run as admin, did you also remove the installer from the .zip file and place some where else like the desk top? Also please read threads...pretty sure you are the 9001th person to report this

Yes, I can assure you that there are definitely over nine thousand posts of this same error.

OP, also make sure that, besides running the installer as administrator, you set your game's root directory to not "read-only." To accomplish this, right-click anywhere within the root folder, select "Properties," then look down at "Attributes" and uncheck the box next to "Read-only." Lastly, make sure to set LaunchGTAIV.exe to "Run as Administrator" every time (not just once, which is using the method above) by right-clicking it, selecting "Properties" in the drop-down menu, selecting the "Compatibility" tab, and then checking the box next to "Run as Administrator" and apply the settings.
