Ive Tryed I dont know what to do. Please Help

Just click the edit button on the main page of the vehicle you want to edit, make sure you click on the texture and not modelfrag, each model has both, then look for police sign 1,2,3 or 4 and import the texture you want, then save and close rebuild and save and your done

HELP!!! every time i try to download something on this website (like new cop cars) besides lcpdfr 0.95, this comes up.........."Windows can't open this file:to open this file, windows needs to know what program you want to use to open it. Windows can look it up automatically, or you can manually select from a list of programs on your computer. What do you want to do?" Then i either select the option for "Use the Web service to find the correct program"...or... "Select a program from a list of installed programs". I don't know what to do for them and for which ever i do choose, i don't know what to do from that point. PLEASE HELP!
