thought it was kinda cool, the layout, is the exact same as LCPDFR, or did you guy's get the idea from Paint.NET?

Not sure what you mean?

If you mean the forum layout, it's because that website and LCPDFR both use IP.Board for their forums. LCPDFR has a customized one, but it still relies on the basic IPB layout.

We both use the same board software.

I mean, if you look at the Paint.NET forum look in the community index or whichever forum, the layout, the forum text, even the color scheme are the same.

EDIT: so you don't get to choose your own layout when designing a website?

There's a few forum systems to chose from, we're using Invision power board, as are they.
