Can't even OPEN GTA IV via Steam [PLEASE HELP\

Hello, so i just purchased GTA IV for steam, and when i try to launch the game it launches into this:

Which is okay, but when I put in my social club account, and then Click PLAY i get this:

I've 100% made sure thats my social club login, and I even have made a new account to try it, along with trying my older one, and thats what it says EVERY time, and I have no way around it to play the game, i just want to mod it..

If you want to play online multiplayer or access to the R* Social Club video editor, then yes, you must sign in Online. Though signing in Offline at least allows you to play Single Player.

All i want to do is play offline singleplayer anyways.. and it doesnt even work

Decided LSPDFR was becoming a little stale and for diversity few days ago bought and downloaded gta4 via steam. Obviously the same problem as above, but by extension, when I click the "ok" box with that message, the game should launch, but it doesn't, just disappears. Very annoying as I only bought it to run LCPDFR and Rockstar decide "not today little pig, not today." Its very frustrating. I want to drive around New York for a change of scenery.

So I managed to get it to work. Here is the link with all the recommendations, I followed them and now it works perfectly for me.

I followed the instructions for windows live, patch updates etc specific to basic GTAIV. Now it works, albeit the graphics are terrible.
