It certainly will. It's not necessarily easy and flexible, but if you know what you're doing to it, you should get what you need.

Update for all the cars are now available as of yesterday.

 

Also new idea. I'll be uploading SEPARATELY from my vehicle releases, a carcols.ymt for all of my vehicles. This will be one master carcols that will be updated for all cars. This means, if you install one of my cars with one type of lighting and another with a different one, you won't have to edit the files and add in the new lines. I'll update the master file every time a new car is released with a different setting. The only editing you may have to do is if you use someone else's car with a custom carcols setting (which there's like none).

Experiments with the handling have come not so good. I found some great suspension lines from a dude on 5-mods to implement, although the car will red line at about 120MPH, the speed will still steadily increase after redlining. Anybody know of a "speed limit" line or something? Other than that, the cars are well and seeing the final stages. (LAPD that is)

You can add sirensettings in carcols.metas of dlcs, just saying.

Offering your carcols in it's own DLC or editing a carcols.meta of a existing DLC Would eliminate the compatiblity problems (99% of them at least)

I'm aware, yes. Although there are compatibility issues with a separate carcols. Adding in a new line of 'lights' (for vehicle lights) is impossible with an external carcols. You have to change it on the one in update.rpf/common/x64/data.
