The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I get the same message. It's caused by GTA Comes Alive. I don't believe it's anything to worry about, it's just where peds/vehicles can't be controlled by GTA Comes Alive because LSPDFR already has control of them (or something to that effect)
