The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

That screenshot clearly shows that you do not have LSPDFR or Ragehook installed.

copy and paste the files though. It will work. I usually manually install it. Here's some pictures that may help

step 1: Download Manually

step 2: Highlight EVERYTHING and drag it over to your GTA 5 Root Directory (it may or may not have licenses and sdk if so don't copy those folders)

step 3: open Grand Theft Auto V using RAGE Plugin Hook

step 4: Press F4 and type in "LoadPlugin LSPD First Response.dll"
