The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Game has started stuttering

When I drive along I can see the road behind my car stutter slightly, this never used to happen. I've verified my game cache, adjusted virtual memory and game settings, reinstalled drivers but to no effect.

Are you on-duty or off-duty? What other mods are you using (this includes .asi, .lua, sweetfx, reshade, RPH, or LSPDFR related mods)? Are you using your latest video card drivers? What are your system specs (RAM, video card, processor, VRAM, OS)? Are you using a clean install (no mods, including vehicle or ped models)? Lastly, have you restarted your computer?

Happens both on and off duty. I'm ising skin control, simple trainer, alpr+ traffic policer search warrant police radio and passive radar. I was using latest drivers until I downgraded them to try and fix it.

I'm reinstalling the game now

Before trying any of the stuff I suggest below, finish re-installing and run the vanilla game without any added vehicle or ped models. See how that works.

ALPR+ can cause a fair bit of stutter, I'd recommend removing it first, then testing the game. Latest drivers are almost always the best. If you have to, remember performance over quality. This is my rule for gaming, and I manage to run GTA V on a potato quite nicely.

You don't meet the minimum requirements and you are on a laptop.
Stutter is to be really expected in this case.
