The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I've tried Radiance V with a multitude of settings and I still can't seem to get my lights bright like in this video:

Well that video showed nothing at all.
Make sure your PostFX and Shader settings are maxed.
