The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

When I play LSPDFR the button "E" is bond to 2 functions, the lights and person lookup.

I am just wondering there is a way to change this.

I just looked through all my files and I don't think there is a way to do this. If you use computer+ you can change what key opens that, however there is nothing for the default LSPDFR computer. You could change what key toggles the siren though, GTA has a keybindings tab under settings; control, where you can configure and edit the regular GTA controls. That's probably your best option!

If you change your Context Key in the menu, that will also change that LSPDFR keybind but all other actions the E key does.
That's the only way of doing it right now.
