What offences are fined and what offences lead under arrest?

Hi guys! I'm enjoying very much with LSPDFR and its plugin modifications. But I would know something about law offences in the State of California (I'm not a citizen of the United States, and obvoiusly not a Californian citizen). I mean, between the offences you may see happening with the Traffic Policer plugin (including LSPDFR+), which are for example licence suspended, no registration, no insurance, driving while using cellphone, stationary burnout, etc., I would know what offences lead to citation normally, what lead to citation and seizing vehicle and what lead to arrest. Can you explain me this, please? If there's someone who knows about the jurisdiction in California, even better.

I'm not sure about specifically laws in California, but no registration, insurance, or driving while using a cell phone are generally ticketed offenses. Here in Australia if you've got no license or are hooning (doing burnouts) you'd likely be fined and also have your car towed, but you most likely wouldn't be arrested.

Generally speaking if the person is wanted, has something illegal on them or in their vehicle, is drunk/high or disobey's an officers orders they'll be detained and/or arrested.

I'm not too sure what the real-life punishments would be, but what I do know it would include a lot more paperwork. I try not to put too much emphasis on realism when playing LSPDFR. I usually fine for most offenses. If it's severe it's an arrest.

State of San Andreas is pretty corrupt as is.

I also recommend relaxed play, Los Santos is too criminal.  Everyone would have to be arrested for something, especially the drivers.

To answer your question, For a more serious police response...

Note that many offenses leave arrest at the discretion of the agent.  In most places, like California, if you can be ticketed for an offense, technically you can and usually are detained during ticketing and/or investigation.  Any failure to fully cooperate with authorities at any point gives that authority the cause and often inspiration to arrest.  It's typically a matter of discretion.  Legally, Where there is reasonable suspension that a crime will be, is being, or has been committed,  the subject of investigation (suspect) may be detained.  It is my understanding that a person may be detained for up to there days plus two days of extension without being charged.  My point is that any reasonable suspicion based on specific and articulable facts can lead to detainment or arrest per your question.  I'm not a lawyer, but we have case law Terry v. Ohio, 392 U.S. 1 (1968) which serves the US citizens and our police authorities.

Relaxed response: Ticket instead of arrest whenever possible.  Avoid ambient crimes against your character such as NPC Vehicular Homicide.  Also maintain game flow.

Practical solutions for realistic gaming (General US Authoritative response);

"Evaded Police"? Tow the vehicle, investigate driver, arrest only if warranted (warrants, drugs, drunk, resists, etc).

"Hit and Run"? Tow the vehicle, investigate driver, arrest only if warranted (warrants, drugs, drunk, resists, etc).

"Expired License or Registration" Commonly a warning or ticket, opt to make driver leave on foot, or tow and arrest (its all legit)

"Suspensions" I always arrest and always tow (A suspension is a intended restriction unlike an expiration)

"Uninsured" LARGE ticket and/or towed (tow as last resort).

It's really your choice.  Mostly, I play legit, sometimes I'm the corrupt LSPDFR Prince of San Andreas who hires people like ineseri to implement new rocket policing use-of-force policy.  Relax have fun most important.
