  1. I also recommend relaxed play, Los Santos is too criminal. Everyone would have to be arrested for something, especially the drivers. To answer your question, For a more serious police response... Note that many offenses leave arrest at the discretion of the agent. In most places, like California, if you can be ticketed for an offense, technically you can and usually are detained during ticketing and/or investigation. Any failure to fully cooperate with authorities at any point gives that authority the cause and often inspiration to arrest. It's typically a matter of discretion. Legally, Where there is reasonable suspension that a crime will be, is being, or has been committed, the subject of investigation (suspect) may be detained. It is my understanding that a person may be detained for up to there days plus two days of extension without being charged. My point is that any reasonable suspicion based on specific and articulable facts can lead to detainment or arrest per your question. I'm not a lawyer, but we have case law Terry v. Ohio, 392 U.S. 1 (1968) which serves the US citizens and our police authorities. Relaxed response: Ticket instead of arrest whenever possible. Avoid ambient crimes against your character such as NPC Vehicular Homicide. Also maintain game flow. Practical solutions for realistic gaming (General US Authoritative response); "Evaded Police"?   2. CrazyS, Great question, I have heard this question asked in many YouTube LSPDFR patrol videos when others were not quite sure how to approach these "flags". I suggest; "Evaded Police"? Tow the vehicle, investigate driver, arrest only if warranted (warrants, drugs, drunk, resists, etc). "Hit and Run"? I would do the same. I prefer the realistic approach. "Expired License or Registration" can be warning or tow and arrest (its all legit) "Suspensions" I always arrest and always tow (A suspension is a intended restriction unlike an expiration) "Uninsured" LARGE ticket and/or towed (tow as last resort). I think... treat flags as you would like. Have fun, until we get multiplayer patrols. In my experience with LSPDFR, flags do regularly indicate seriously increased risk to my deputies, officers, and other agents. GTAV radio, computer, automatic plate number reader (ANPR), and radar flags, I believe would be considered active "Be On The Look Out" bulletins (BOLOs). "Evaded Police" and " Hit and Run" vehicle BOLOs are generally issued when a vehicle plate number or description are provided as part of available suspect information if suspects escape the scene of a reported crime and are at large. Maybe some cities, counties, or departments maintain vehicle plate numbers in a database of past convictions accessible to patrol components, I do not know. I tend to assume that in real life; historical police contact warnings and past conviction flags written like "Evaded Police" and " Hit and Run" are attached to the convicted people, not vehicles. I am not sure why PoliceRadio audio says "Suspect has Evaded Police", during plate check, though it does sound sweet FinKone! This audio may be misleading as the registered owner is often not wanted or someone else other than the owner could be currently behind the wheel now or during the crime. Past criminal conviction records associated with plate numbers do not really seem like a plausible part of general DMV or plate scan capabilities as one person may own a vehicle that many people drive. If this were the case, APNRs would be needlessly and erroneously alerting authorities all over town 24 hour a day! So, I vote, flags for BOLOs. This is actually going to be a matter of your discretion to what these flags could mean, just like real policing. As far as I can tell, all of the GTAV flags are active BOLOs and are current concerns requiring action. Flags are not past convictions for which action has already been taken. "Suspended License", "Expired Registration", "License Expired", "Uninsured", "Evaded Police", "Hit and Run", etc, all say to me "take action". Especial in reference to LSPDFR, PoliceRadio, and other policing mods available. Actions can come in the form of warnings for "expiration" and "No Tax" or arrests for "Suspensions". The bottom line is to have fun with it. I will sometimes role-play that the flags are historical, past conviction errors, or other situations (warnings like SuperStumpie suggested), However, I generally acknowledge that only vehicle/ped searches return un-prosecutable instances. LSPDFR flags are flags I usually recognize as increased danger and as an indication to investigate or take direct action against a crime that will be, is being, or has been committed. Thank you for the question, I had fun thinking about it. Cops are awesome. I thought and wrote about this in a matter of minutes, cops figure it out in seconds.
  3. Sounds awesome. I've seen many GTAV PC videos with a great number of the original vehicle models swapped out for nicer more realistic ones. Not sure if they were all high poly, but I'd assume that FPS would depend upon your PC's ability. I know that I have swapped out large groups of high poly vehicles in GTAIV as well and it took a heavy toll on my PC performance. I have a better PC now. If I try it with GTAV, I will replace one to two vehicles at a time while carefully monitoring my in-game FPS and other performance statistics.
