The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

After the mission "by the book" I can't do more any missions. Even if I drive up to the marker to start the mission, the game will still work, but the mission will cease to start, even though the says I am in mission. Anybody got any tips?

are you running a trainer? if yes. do you have time settings where the time is frozen? or realistic time duration setting? if yes, leave that area completely, turn that setting off skip ahead a couple of hours and come back to the mission point. 

If you're not running a trainer, then i would suggest removing mod folder and play what ever mission you're trying to do, otherwise it will take alot of testing to see what mod or plugin is causing your hangup.
