Wait a bit to buy a GPU. A bunch of new stuff is coming out, meaning old GPUs will be on sale and new ones with better performance will be available.

I'm pretty sure you need a quad core to run GTA V, I could be wrong though.  Either way, that processor if even able to run GTA V will be your biggest bottleneck.  I recommend getting at least a quad core i5 processor.
