Like the title says, when I hold E, my cop says something instead of stoppping peds.

And if I ask a driver to get out of their car, I don't get any context menu, and I can't cuff them by holding E

 

Any idea why?

Nope its a repair for your files : that means that the game is going to repair your files and if you have few or a lot of  files are missing so he is going to fix it and get them back without Re-installing the game :D

Alright, I'll give it a try though I'm a bit skeptical any vanilla file is messing with my game

Nope go to control  panel then click on your Grand Theft Auto then choose modify , then is going to show you a menu , he is asking you in to Un-install the game or Repair files .. I think you are going to choose Repairing mode :D

It didn't fix anything.

No, I already did.

Could you take few screenshots from the following : Main Folder, LSPDFR , Plugins . Thanks 

Holding E not working is just a little issue with LSPDFR, you have to move around the suspects a little bit to get it to work sometimes.

I said to him to do that (Hold E) but nothing work even he was moving around the suspect :( How can we fix this ?
